In Rawlins, water levels are no longer at a critical stage. The city reservoirs and storage tanks have begun to rise in response to conservation efforts by citizens, and the round-the-clock work of treatment plant staff. Public Works Director Mark Carney said the treatment plant is back in compliance with EPA standards, but Cali O’Hare reports the city still faces challenges.
