In Rawlins, the city went to court four years ago over a flow-control ordinance that requires licensed trash haulers to use its transfer station. The new administration is looking to scrap the requirement to make good on a commitment be more business-friendly.

With the transfer station operating at a loss, however, questions about how to pay for the cost of handling and disposing of municipal waste without raising fees on residents remain front and center.
