Saratoga’s public works director says the department hasn’t yet found the “smoking gun” causing state labs to find increased levels of BOD in the lagoon system, indicating wastewater items are not breaking down. Another lab says the lagoon is fine, causing the public works department to continue exploring the state’s testing discrepancies.
