In Rawlins, city officials are exploring options for improving the look of the dilapidated islands along the north and south sides of Spruce Street near the west entrance into town. Rawlins identified low maintenance landscaping in city rights of ways as one of its 6th Penny Specific Purpose Tax projects, and the initiative is also identified in the strategic plan. Cali O’Hare reports.
