Four Rawlins police officers were recognized for their life saving efforts.

During Tuesday’s Rawlins city council meeting, City Manager Tom Sarvey presented the Employee of the 3rd Quarter award. Sarvey announced that the award would be presented to four Rawlins police officers—Lieutenant Jared Frakes, Sergeant Christopher Craig, Officer Colton Halacy, and Sergeant Thomas Gamblin—for their heroic efforts in saving people’s lives.

Sarvey said the officers used their CPR training and Automated External Defibrillators to save the lives of individuals who would have likely died.

The city manager explained that on June 5th, Lt. Jared Frakes worked alongside a Wyoming Highway Patrol trooper to revive an unresponsive adult male on the Interstate 80 ramp.

Thanks to the efforts of Lt. Frakes, Sarvey said the patient, who was passing through Rawlins with his family, regained consciousness and was treated and released from Banner Wyoming Medical Center in Casper. Sarvey said the man made a full recovery.

On June 25th, Sarvey said Sgt. Christopher Craig responded to a medical emergency call. The city manager explained how Sgt. Craig assisted a Carbon County Sheriff’s deputy to save an unconscious female patient.

City Manager Sarvey said the adult female patient began to breathe on her own and was taken to Casper for continued care.

Finally, Sarvey explained that on July 20th, Officer Colton Halacy, and Sergeant Thomas Gamblin were dispatched to an ambulance call for an unresponsive male subject. The officers discovered that the male patient lost consciousness while driving and went into a ditch.

Sarvey said the man was not breathing and had no pulse when the officers arrived on the scene.

Sarvey said Officer Halacy immediately administered CRP on the patient while Sgt. Gamblin set up an Automated External Defibrillator, or AED. After being shocked by the defibrillator, the patient started breathing again and was flown to Cheyenne Regional Medical Center for further treatment. Sarvey said the two officers performed their lifesaving tasks while being closely watched by the patient’s family.

For those reasons, Sarvey said he would like to recognize the four officers for their service and lifesaving efforts with the Employee of the 3rd Quarter Award.
