The Rawlins city government provided more details this week regarding the termination of the golf course concessionaire agreement.

Last month, the city council voted to end the city’s agreement with Win Haymond and the 19th Hole Restaurant at the Rochelle Ranch Golf Course. City officials did not reveal the reasons why the contract was terminated, except to say that Haymond violated the agreement multiple times.

The decision to terminate the contract came one month after the city council voted to suspend the restaurant’s liquor license.  In a social media post, Haymond admitted that he forgot to remove alcohol from the Jeffery Memorial Center following a Christmas party held there.

Speaking at Tuesday’s Rawlins city council meeting, City Attorney Pinita Maberry-Nave explained that the 19th Hole Restaurant’s liquor license only permitted the eatery to serve alcohol at the Rochelle Ranch Golf Course.

Attorney Maberry-Nave said the liquor license agreement required Haymond to strictly follow all state and city alcohol laws and regulations.

The city was justified in suspending the 19th Hole Restaurant’s liquor license, the attorney said.

After discovering the liquor license violations, the city invited Haymond to address the allegations in a public meeting. However, the restaurant owner did not respond to the city’s requests.

On January 7th, the city council unanimously voted to terminate the concessionaire agreement with Haymond and the 19th Hole Restaurant.

Attorney Maberry-Nave explained that Haymond violated city ordinances more than three times, which gave the council the authority to end the contract.

Haymond was invited to speak before the city council on January 20th. Again, the restaurant owner failed to make an appearance and explain his side of the story.

Attorney Maberry-Nave said Haymond left the Rochelle Ranch Golf Course restaurant in poor condition after moving his business out of the building.

The Rawlins city council did not discuss the matter further.

Social media posts indicate that Haymond moved out of Rawlins on February 4th following the termination of his concessionaire agreement.
