The Rawlins governing body has dismissed the City Manager following an extended period of medical leave.

During the November 4th Rawlins City Council meeting, following an executive session, Vice Mayor Darril Garner motioned to remove City Manager Tom Sarvey from his position. Interim City Manager Matthew Hall will continue to serve in Sarvey’s place.

The governing body appointed Tom Sarvey as City Manager on July 18th, 2024, with the Council signing his employment agreement the following day. In August, Sarvey began an extended leave for an undisclosed medical condition. Since that time, Rawlins has had three acting or interim City Managers: Downtown Development Authority Executive Director and House District 15 Representative Pam Thayer; Police Chief Mike Ward; and, most recently, Matthew Hall, former mayor of Cody, Wyoming.

Hall was appointed Interim City Manager last month. According to Resolution 11A-2025, Sarvey’s authorized absence under the Family and Medical Leave Act ended on October 27th. Since he remains unable to perform the duties of the position, “the Council finds that termination of the Employment Contract is warranted and in the best interest of the City, its operations, and the public.”

At the November 4th meeting, the City Council unanimously voted to end Tom Sarvey’s employment contract.

Councilman Terry Patterson was not present at last week’s meeting.

The Rawlins City Council declared the City Manager position vacant. In the meantime, Matthew Hall will continue as Interim City Manager unless and until the governing body appoints a successor.
