The Rawlins City Council will decide whether to accept five undeveloped parcels of land located on the city’s north side.

During tomorrow evening’s meeting, the governing body will consider a quitclaim deed for five unused plots of land on Bonanza and Piper streets from Sinclair Land and Development, LLC, a Wyoming‑based property holdings company. A quitclaim deed transfers ownership of a property without guaranteeing that the title is clear, valid or free of liens. In this case, the parcels carry $780.48 in unpaid 2025 property taxes.

On Dec. 23, 2025, John MacPherson, a local attorney and former University of Wyoming trustee, filed a quitclaim deed on behalf of Sinclair Land and Development for lots 49, 50, 59, 60 and 61 on Piper Street. The document states that the parcels will be transferred to the City of Rawlins for $10.

Tomorrow evening, the council will decide whether to accept the deed and pay the delinquent taxes on the five parcels. If the governing body approves the deal, the land would be used for a new asphalt processing plant for the city’s public works department, allowing the existing facility to move out of the city center and into an industrial zone. If city officials deny the arrangement, the asphalt plant will remain at its current location.

The council is expected to vote on the land deal during tomorrow’s regularly scheduled meeting at 6 p.m. in City Hall. As with all council proceedings, the session will also be livestreamed on the City of Rawlins YouTube channel.
