New legislation expands scholarship opportunities
A new state law gives Wyoming students more flexibility in qualifying for a Hathaway Scholarship. Students focused on specialty trades can now use their vocational courses and skills to meet the Hathaway Success Curriculum. Emma Diercks has the details.

Rawlins neighborhood may get snow fence
The Carbon County Commissioners are considering the installation of more than 1,500 feet of snow fence near Skyline Acres east of Rawlins. Drifting snow isn’t the issue. The 12-foot tall wooden fence will primarily serve to screen the subdivision so it is not so visible from the interstate. Cali O’Hare has the story.
Lawmakers address issues with UW green space boundaries
Prexy’s Pasture in Laramie has a problem with its paperwork. Lurking in the books for years is a legal description of the green open space in the middle of the University of Wyoming campus that is out sorts with its actual geography.
The senate passed on second reading yesterday House Bill 91 that provides the fix. During first reading last week, Senator Fred Baldwin of Afton described the problem.
Baldwin said a UW student with an eye for detail discovered the clerical mistake that puts the legal description Prexy’s Pasture out of whack with the actual lay of the land.
A parallelogram is a type of rectangle. It became part of the tongue in cheek name for HB 91: “Patching Prexy’s Pasture Parallelogram Problem.”
The bill sailed through the House last month and has received no objections in the senate. Minority Floor Leader Chris Rothfuss of Laramie summed up the reason for the overwhelming support for the bill.
Passage is probable. The bill faces one more reading before going to the governor.
Shed antler hunting bill gains momentum
Also in the senate Tuesday, the shed antler bill passed second reading with a compromise agreement that reduces the area where the Wyoming Game and Fish Department will have the authority to set seasons.
The original House Bill 28 granted the wildlife agency authority to set the days and times for shed hunting across the entire state.
WGFD already sets season for collecting shed antlers and horns west of the Continental Divide.
Senator Jeff Wasserburger of Campbell County described the amendment as a good compromise. It essentially sets Interstate 25 as the new eastern boundary.
As in first reading of the main bill last week, the senate gave only grudging approval to the amendment. It passed 16-to-13. HB 28 faces one more reading.
The Red Desert, Big Horn Mountains, as well as the Snowy and Laramie Ranges would be included under the new shed antler boundaries.
