A large donation received by Carbon County last week will pay for the purchase of a sophisticated, portable communications system. Phillips 66 — headquartered in Houston, Texas — donated nearly $30,000 to the cause. The donation will be doubled, thanks to a match by the Wyoming Office of Homeland Security.
