The work of developing a rapid, effective and coordinated response to last week’s water crisis in Rawlins took place at the C4, home of Carbon County Emergency Management. From the time the extent of the problem became known to the lifting of the boil water advisory on Tuesday, the C4 became the nerve center for dealing with the cascading set of challenges that kept coming. Cali O’Hare was there for much of the time and provides this behind the scenes look.
