The Carbon Building in Rawlins will be closed for four days beginning tomorrow while the head-end of the structure’s electric system is replaced and upgraded. The resulting power outage means usual government services, including the library, will not be available through Monday. The public should make any necessary plans accordingly. Cali O’Hare has more.
