The City of Rawlins has a new Public Works Director. Mark Carney began his career in public works in 1982, and brings with him a wealth of knowledge. He came to Rawlins not as the director of public works, but as the superintendent of water and wastewater treatment. That all changed within his first week on the job. Cali O’Hare has the story.
