The Rawlins City Council stopped short of awarding a bid for a dump truck with plow and sander attachments when questions were asked about whether the rig could handle the job — or even met the specifications that were put out to bid.

The challenge came from a company which had submitted a competing bit which had the met the advertised specs. Cali O’Hare has the story.
