In Rawlins, City Manager Shawn Metcalf was seeking to add seven new positions to the municipal payroll. City council authorized only two new positions — an I.T. specialist and an assistant city attorney.

Mayor Steve Nicholsen said Metcalf’s request was too much to swallow at one setting. Cali O’Hare has the story.
