A new problem in Saratoga water and sewer: Two ordinances on the books give conflicting instructions how to collect bills and when it’s appropriate to shut-off delinquent users. The current collection process doesn’t square exactly with either rule. Emma Dierks has more from the Joint Powers Water and Sewer Board.
