The Rawlins City Council voted 5-0 to approve a series of amendments that tighten the language in rules and regulations for hauling municipal solid waste and construction materials to the landfill. Two members of the governing body recused themselves prior to the vote because of possible conflict of interests. The matter must pass two more readings before the proposed changes can take effect.
