Rawlins officials remember former mayor and council member, Ralph Glenn.
On Thursday, August 17th, Ralph Arlen Glenn passed away at the Memorial Hospital of Carbon County. Glenn was 90 years old. A longtime member of the Rawlins city council and one-time mayor, Glenn is well remembered by his friends and colleagues.
DeBari Martinez served on the Rawlins city council with Glenn. Martinez said he spent a lot of time with Glenn. Despite occasionally being at odds politically, Martinez said their relationship was always amicable.
Martinez is the longest serving Rawlins city council member. In July, the Wyoming Association of Municipalities awarded Martinez with an Honorary Member Award. Martinez said Glenn’s focus while on the council was taking care of city workers. Martinez said Glenn proposed creating a voluntary retirement savings plan.
Martinez said Glenn’s retirement plan wasn’t well received because city workers didn’t want to contribute to the program. Martinez said Glenn’s idea laid the groundwork for the city to affiliate with a state-run retirement program, ensuring that retiring city employees are compensated for their service.
Glenn also spearheaded the creation of a place for residents to board livestock within Rawlins city limits. Martinez said the area on the southeast side of the city was unused. Thanks to Glenn’s idea, the city has valuable stable space referred to as the Glenn Addition.
Martinez served as the mayor of Rawlins from 2001 to 2003. Martinez said during his time in office, he and Glenn battled politically. Glenn was elected the following year and served as mayor from 2003 to 2005.
Martinez said during Glenn’s time as mayor, he maintained order in the city council chambers. Despite not facing a major crisis, Martinez said Glenn made a fine mayor.
Martinez said before Glenn passed, the two former mayors would keep one another up to date on what was happening in the city. Martinez said Glenn was a good person and is sorely missed.
Scott Glenn, one of Ralph Glenn’s four sons, said his father dedicated his time to taking care of city employees.
During tonight’s city council meeting, Rawlins Mayor Terry Weickum will hold a moment of silence for the former mayor and councilman.
