A one-quarter mile stretch of roadway in Rawlins requires nearly 40-man-hours of work to clear after a heavy storm with snow and wind. The effort to keep Harshman Street in front of the Carbon County Higher Education Center open hampers other snow removal efforts in town.

A recommendation made two years ago to close the street during winter months is beginning to gain traction at city hall. Cali O’Hare has the story.
