Rawlins city officials blamed the former city manager for putting the municipality at risk of losing federal funding after failing to follow through on a pending hazard mitigation plan. The paperwork was lost in the shuffle when Scott Hannum was not rehired.

With the deadline looming, city council last week was forced to approve the plan without reviewing it. Cali O’Hare reports.
