Another change in Rawlins leadership occurred this week as civic leaders deal with the absence of City Manager Thomas Sarvey because of an unexplained illness.

State legislator and executive director of the Rawlins Downtown Development Authority, Pamela Thayer, initially served as Acting City Manager. Thayer was appointed last week to provide continuity for operations.

At the Special City Council Meeting on Monday evening, August 11, the Rawlins City Council appointed Police Chief Michael Ward as Acting City Manager, effective immediately.

Chief Ward has served as Rawlins Police Chief since 2021, and brings extensive leadership experience from his previous role as a Commander with the Montgomery County Police Department in Maryland.

A news release issue by city leaders on Tuesday says that Ward is well prepared to guide Rawlins government during this time.

Given the unprecedented circumstances that Rawlins faces, Acting City Manager Ward will work closely with elected and non-elected leaders to share expertise and provide support across all city departments. City officials are committed to an all-hands-on-deck approach.

Yesterday’s statement from the city said that City Council and staff continue to keep City Manager Sarvey and his family close in our thoughts and we look forward to his recovery and return.
