While the commissioners consider enacting a temporary moratorium on
renewable energy development in the Shirley Basin, Rawlins Mayor Terry
Weickum — a former commissioner, himself — was honored by the
American Clean Power Association for his role in bringing wind
development to Carbon County. Cali O’Hare has the story.
