The Rawlins City Council called a special meeting Tuesday morning where members gave unanimous support to Grant Writer Andrea Hammond to apply to the State Loan and Investment Board for a nearly $8 million emergency grant to offset the cost of the numerous upgrades which must still be made throughout the city’s water collection and distribution system. Cali O’Hare reports.
