Saratoga Town Council approved a zoning change from residential to retail business on Sierra Madre Avenue. The lots curve north, west and south of the water towers, uphill of the airport, where the owner plans to build a new subdivision. Emma Diercks has more from the Tuesday night discussion and decision.
