The Saratoga Town Council Tuesday night approved the final plat for the first group of lots in the Octagon Estates Subdivision. The approval of phase one comes 14 months after Bo and Kristen Stocks brought their initial design to the Saratoga Planning Commission.

The entire subdivision consists of 35 lots and a green space located on 24 acres of land south of the airport and west of Highway 130. It includes two major streets, named Airport Avenue and Cuthroat Drive, and three cul-de-sacs. The lengthy journey to Tuesday’s approval involved a zone change and a battle over who should pay for connecting water and sewer service to the lots and when the “tap fees” are paid. Councilman Ron Hutchins referred to that now-resolved issue as the governing body worked through a checklist of items to make sure the plat conformed to town ordinances.

The Phase One plat shows the layout of the first 15 lots, each about a half-acre or less in size, situated on 10.2 acres of land. Details include contours, lengths, radii, points of angles, bearings and other specifics mapped to a scale of not smaller than 100-feet per inch. The green space, two cul-de-sacs and a section of one roadway are included in the plat.

In front of each councilmember was a thick stack of maps, construction drawings and other paperwork associated with the project. Hutchins asked Levi Wolfe of Engineering Associates if all the maps were included.

Determining what infrastructure work remains and the related surety bonds to be paid were key parts of the checklist. The streets, which will be turned over to the town when the project is completed, were the big ticket item. Mayor Creed James walked council through the cost estimates.

 

A surety bond protects against disruptions or financial loss due to a contractor’s failure to complete a project or other performance issues. Council took about 20 minute to work through the checklist Mayor James had drawn up to expedite the approval process. Two motions were needed to sign off on the plat application. The first was to approve the financial assurances provided by Octagon. It passed quickly. Approval of the final plat had to be done through resolution, numbered 2021-01.

 

The resolution also passed unanimously. Since the plat was for the first addition of the subdivision and includes only the first 15 lots, Octagon Construction will come before town council for approval of plats of other phases of its subdivision project in the future.
