Contractors are preparing to suspend work on Saratoga’s West Bench Sanitary Sewer Improvement Project for the winter.
In March, the Saratoga Public Works Department and Engineering Associates began drawing up plans to modernize the sewer lines on the west side of town using 6th Penny Specific Purpose Tax funding. Called the West Bench Sanitary Sewer Improvement Project, the goal is to use Cured-in-Place epoxy lining to repair approximately 7,000 feet of deteriorating sewer pipes. Lines found to be beyond repair will be dug up and replaced with new synthetic pipes.
The Cheyenne‑based contractor, Rocky Mountain Sand and Gravel, submitted the lowest bid of $1,482,272.50 and was awarded the project. Work began in late August, with an anticipated completion date of February 17th, 2026. As is typical with major infrastructure projects, costs climbed to $1,706,843 once the contractor began work.
Speaking at Wednesday’s Saratoga Town Council meeting, Public Works Director Emery Penner announced that Rocky Mountain Sand and Gravel is finishing pipe installation in an alley on 10th Street, between Main and Saratoga Avenues. The contractor expects to suspend work until spring, though Penner said crews will continue if the weather warms up again.
The West Bench Sanitary Sewer Improvement Project is funded with voter‑approved revenue from the 2019 Special Purpose Tax. In addition, the Town of Saratoga has allocated roughly $11,000 left over from the 6th Street sewer replacement project, a previous 6th Penny Tax‑funded initiative.
Speaking at Wednesday’s meeting, Penner said the entire project will be nearly 70 percent finished before the winter shutdown.
