City Councilwoman Jacqueline Wells shakes the hand of Scott Hannum following Tuesday’s vote not to renew his contract. The meeting had ended, and city leaders and citizens were packing up to head home. Moments after this photo was taken, Hannum turned back to the governing body and fired one final shot at it — and at Bigfoot 99. He accused Rawlins Mayor Steve Nicholson and the rest of the council of being “unprofessional,” and claimed the votes against him resulted from the contract renewals being published in advance, and then reported by Bigfoot 99. Despite Hannum’s claim following Tuesday’s decision, nowhere in the January 20th, 2020 Bigfoot 99 story was Hannum said to be “unqualified” for his position. Hannum out as city manager

Rawlins is gearing up for a change in leadership after Tuesday’s late-night, surprise vote by city council not to renew the contract of Scott Hannum.

The City’s top three employees — the Manager, Attorney and Judge — are each under contract, which are up for renewal each year, typically in January.

The City of Rawlins functions under a Manager-Council form of government, so an emergency meeting was held Wednesday morning to appoint an interim city manager. Rawlins Finance Director Dustin Ziebold will fill the role until a permanent replacement for Hannum can be found.

Cali O’Hare takes a look at the events of Tuesday night, the history of the Manager-Council form of government in Rawlins, and what comes next for the municipality.
