After weeks of finger-pointing over who is to blame for the grass not growing in the Phase II seeding project at the Rawlins landfill, a Bigfoot 99 investigation shows the failure may be case of you get what you pay for. Or maybe, you can blame Mother Nature. Cali O’Hare reports.
