In Rawlins, the grass isn’t greener on the landfill side of the fence – but the city is out of a lot of green.

The state required the city to seed the earthwork done at landfill, but it didn’t take. When officials went looking for a refund, they discovered the former city manager, Scott Hannum, had released the contractor from its performance and payment bonds without consent or approval.
