“It’s a dead deal.” That’s how the developer behind Starbucks described the results of the Rawlins City Council’s decision not to enter into an agreement that would have held the municipality responsible for returning the property to its original condition in the event that repairs or maintenance need to be done to city-owned water and sewer lines that bisect the privately owned property.

City leaders, who have vowed to be more business friendly, insist they want Starbucks in Rawlins, but they don’t want set any precedents, nor do they want to put the taxpayers on the hook. Cali O’Hare continues to follow this story and has the latest update.
