As we reported in part one of our story about the City of Rawlins terminating its agreement with a concessionaire for the restaurant of the Rochelle Ranch Golf Course, officials are updating the agreement and the requests for proposals to make sure all terms are clear. They say they’re trying to strike a balance between staying out of private business matters and being business-friendly. Cali O’Hare has more.
