The town of Encampment will request a $1.5 million loan from the Clean Water State Revolving Fund for sewer infrastructure repairs.
On October 8th, the Encampment Town Council held a public workshop before its regularly scheduled meeting, where North Fork Engineering Professional Engineer Jon Nelson discussed the 2027 through 2028 Sanitary Sewer Rehabilitation Project. Nelson explained that the town’s sewer system is in poor condition, including deteriorating sewer lines, aging manholes, failing cinderblock, and other materials that were never watertight. He said groundwater was making its way into the sewer system, risking contamination. In addition, Nelson said two highway crossings were considered to have a high potential to fail. Because of those issues, he said the cost to maintain the system was rising.
In response, the town of Encampment submitted a 304-page application to the Office of State Lands and Investments for a $1.5 million loan from the State Revolving Fund with 75 percent principal forgiveness. If approved, the money will be used to replace 2,260 feet of failing clay pipe throughout the town.
The State Revolving Fund provides low‑interest financing to local governments for water and wastewater infrastructure projects.
North Fork Engineering’s Jon Nelson said the Sanitary Sewer Rehabilitation Project should be completed by the end of 2028. He added that the work is set to coincide with the Wyoming Department of Transportation’s planned Highway 130 repaving effort.
Nelson assured Encampment residents that their sewer utility bills will not increase because of the project. Clerk Treasurer Doreen Harvey noted that utility rates, which are set by the Town Council, are tied to the cost of operating and maintaining the system.
