Life is getting back to normal in Rawlins and Sinclair a week after the water system in the two communities failed. Since the boil water advisory was lifted Tuesday, businesses and restaurants began reopening. The emergency response center transitioned yesterday from crisis to recovery. Cali O’Hare has the latest.
