In Rawlins, repairs to the Sage Creek Pipeline which moves water from the springs south of town to the treatment plant got underway in December, and the work has been anything but smooth. At the recommendation of City Engineer Austin Gilbert, the Rawlins City Council voted 6-1 to use up to $100,000 in project funding to pay another engineer to oversee the contractor.
