Rawlins officials approved changes to two contracts, one extending the term of the Rochelle Ranch Golf Course concessionaire’s agreement and another increasing the price of hauling municipal waste to Casper.

During the October 20th Rawlins City Council meeting, the governing body was presented with an amendment to the agreement between the city and the Crowbar and Grill at Rochelle Ranch. Parks and Recreation Department Director Billy Hunt explained that he and Crowbar owner Timothy Carlson agreed to extend the contract through the winter, but not to change the monthly $950 usage fee.

According to city documents, Timothy Carlson has operated the Crowbar and Grill in downtown Laramie since 2012. On May 1st, 2026, he entered into an agreement with the City of Rawlins to manage the Rochelle Ranch Golf Course restaurant through October 31st. However, with several special events scheduled through the end of December, Carlson is asking to extend the concessionaire agreement into the new year.

At the October 20th City Council meeting, Parks and Recreation Director Hunt said he hopes Carlson continues to be successful through the winter and that the city can eventually enter into a longer-term agreement with the restauranter.

Following the discussion, the Rawlins City Council voted to extend the concessionaire’s agreement with the Crowbar and Grill at Rochelle Ranch through January 31st.

Next, the governing body was presented with an amendment to the city’s municipal solid waste transportation agreement with Dirty Boyz Sanitation Service. On August 21st, 2025, Dirty Boyz was selected to haul garbage, tires, and manure from the Rawlins transfer station to the Casper Regional Solid Waste Facility for $33.74 a ton. The amendment increases the rate to $39 per ton. Public Works Director Cody Dill said the adjustment is needed to offset increasing transportation expenses.

City Attorney Pinita Maberry-Nave explained that the contract provides an opportunity for the city and Dirty Boyz to renegotiate transportation fees and fuel costs. With prices rising across the board, Attorney Maberry-Nave said the amendment is justified.

Councilman Steve Sanger noted that the existing contract provides for an annual fee review and asked if the agreement can be amended outside of that timeline. City Attorney Pinita Maberry-Nave replied that the contract does not specify exactly when that review must occur.

Attorney Maberry-Nave added that the review process is scheduled to begin in September, but reiterated that the contract does not require negotiations to be completed by a specific date.

Councilman Derek Elliott asked how the increased hauling costs will affect the city’s budget. Attorney Maberry-Nave said Finance Director Laura Malone determined that current landfill utility fees are sufficient to cover the added expense.

The Rawlins City Council voted to approve Dirty Boyz Sanitation Service’s hauling fee increase. Because he is related to Dirty Boyz owner Rose Cain, Vice Mayor Darril Garner abstained from both the discussion and the vote to avoid the appearance of a conflict of interest.
