Rawlins City Council approved on third reading an ordinance that opens the door to home delivery of alcohol. The 4-2 vote at the December 6th council meeting on Ordinance 5.08.425 allows holders of liquor, wine and malt beverage licenses to accept orders from customers by phone, online or through mobile apps.
Police Chief Michael Ward, who had not addressed council during the first two readings of the ordinance, said he had mixed feelings about the ordinance. The chief said he saw no real benefits to the city from home delivery of booze. He also noted that bar owners had never appeared before council to express support for the service.
Vice Mayor Jacqueline Wells, who originally proposed the ordinance to allow alcohol delivered to the door, said she was approached privately by two individuals who requested the service. Councilman Chris Weisenburg said he spoke to two bar owners. One said they prefer customers to come into the bar. The other said they are not opposed to the ordinance but are uncommitted to offering home delivery.
Mayor Terry Weickum, as he did at second reading, spoke against the ordinance.
Councilmembers Aaron Durst, Darrrel Garner, Weisenberg and Wells voted for the ordinance. Mayor Weickum and Councilmember Linda Davis voted “no” votes. Councilmember Martinez left the meeting early to deal with a family emergency and was absent for the vote.
