Rawlins Police Chief Troy Palmer ended his monthly report to the city council last night with a stinger: he’ll retire effective April 3rd to a surprised audience of residents and officials.

Jim O’Reilly has tape from the announcement, while Bigfoot will have more from Rawlins officials tomorrow.
