The Rawlins City Council had no questions regarding how the single bid submitted for the proposed splash pad project ended up coming in at more than a half-million dollars over budget.

Rawlins DDA Executive Director Pam Thayer, who presented the issue to the council last Tuesday, offered little explanation. Cali O’Hare was at the meeting and filed this update.
