Rawlins City Council will hear the history of the development plans for the Tin Can Hill fishing pond and apartment complex tonight.

Sinclair Refining Company has been planning this project behind the scenes for years, and only recently publicly revealed their involvement.

Permits have not been requested so far, and will likely be among the points discussed at tonight’s work session. Cali O’Hare has what we know about the plans and the meeting, set for 6 p.m.
