The Saratoga Carbon County Impact Joint Powers Board asks the town council to change tap fees to connection fees, bringing a consistent framework to collect when people join the water and sewer systems. While the discussion got heated between two board members, one also representing a client, the board came to a consensus on amending the municipal code. Emma Diercks has the story.
