The Rawlins City Council held a lengthy work session last week to discuss potential changes to Title 15.12.010 of city code which was amended last December to require permits for all flatwork, excluding sidewalks.

The council is trying to strike a balance between offering protection to property owners without being too restrictive. Cali O’Hare reports.
